issue: that would break our translation, this line is in a blocktrans so it won't work to update it this way

Main issue it that the Framalibre resource is in French, so it's not the correct place to add it. See the related issue. |

Adds Framalibre to the resources listed under "Discover alternatives" on the What's next? page (Closes #618).
Added a small view test (web/tests.py) asserting the page renders and the link is present.
manage.py test web→ OK.
